NCSTD operates under a 13 member Board of Directors that is elected annually from among the NCSTD membership. The chair of NCSTD is a member of U. S. Travel's Board of Directors providing a voice for state tourism offices at the national level.  Each year, more than half dozen additional tourism directors serve on the U. S. Travel Board of Directors as Chairman Circle members.  Tourism directors also serve on many U.S. Travel committees. U. S. Travel's National Councils Department provides administrative support to the Council.
