Ntina K. Cooper is the Senior Vice President of Operations at U.S. Travel Association, where she leads efforts to modernize internal operations, strengthen organizational culture and build the operational foundation to support the association’s next phase of growth. She oversees Finance, Human Resources, Information Technology and Legal, working closely with the leadership team to ensure systems, processes and teams are integrated and positioned to scale.

Cooper has more than 20 years of leadership experience across operations, strategy and enterprise transformation. Most recently, she served as Executive Assistant Commissioner, Enterprise Services at U.S. Customs and Border Protection (CBP), where she led a nationwide organization of more than 4,000 employees delivering mission-critical services across procurement, human capital, information technology and facilities.

Earlier in her career, Cooper held senior leadership roles across CBP focused on strategic planning, analytics and innovation, helping advance data-driven decision-making and new technologies. She also served in senior positions at the Department of Homeland Security, including Acting Deputy Assistant Secretary for Counterterrorism and Threat Prevention, where she led initiatives to address emerging threats and strengthen prevention efforts.

Cooper began her federal career as a Presidential Management Fellow and has also served at the Office of Management and Budget. She holds a bachelor’s degree from the University of Michigan and a master’s degree from DePaul University. Cooper lives with her husband in Vienna, Virginia.
